Male Ukrainian university students are no longer permitted to travel while martial law is in effect. The Ukrainian State Border Service has reported this.

This possibility was abandoned as a result of widespread document fraud.

Approximately 600 persons were discovered at the border in July and August alone using fake IDs claiming to be students at foreign universities, according to DPSU figures.

Male students at foreign educational institutions are not listed among the exceptions that are permitted to cross the border, according to Government Resolution No. 57 of January 27, 1995, which sets up the Rules for Ukrainian citizens.

Prior to February 24, students who enrolled at foreign universities had the option of studying abroad. Commander-in-Chief of the Ukrainian Armed Forces Valery Zaluzhnyi requested to make such an exception. This is why, according to a DPSU official, this group of pupils was overlooked.
